THE PRIME MINISTER, summing up the discussion, said that the Committee

were agreed that further examination was required of what it was possible to

do to embarrass the illegal regime by measures in the field of immigration

and passport control including the possibility of a visa system for those

travelling from Rhodesia and an enlargement of the "stop list" of those

whose passports had been invalidated, so as to cover all those who were known to support it. The guidance proposed by officials for issue should the illegal regime in Rhodesia purport to declare a republic should be further considered and strengthened.

Invited the Commonwealth Secretary, in consultation with the

Home Secretary, to give further consideration to limiting the entry into and departure from this country of Rhodesian residents by immigration control and passport measures, including enlargement of the "stop list" on the lines indicated by the Prime Minister.

Invited the Commonwealth Secretary to arrange for the draft statement of guidance on the issue of loyalty attached to OPD(67) 27 to be further considered in the light of their discussion.

Invited the Commonwealth Secretary to give further

consideration to stopping the sale of British television material to Rhodesia,

Cabinot Office, S.W.1.
